Giant Sniper Rifle Fired in Syria

Some sort of DIY long range sniper rifle? The video is from March 8th, 2013 in Damascus, Syria. Syrian rebels fire it on SAA position in another building. You can see the impact around the 25 second mark. Looks like it packs a punch.
