Effective immediately, Air Force Guidance Memorandum (AFGM) to AFI 36-2504, Officer Promotion, Continuation and Selective Early Removal in the Reserve of the Air Force dated Nov. 10, 2015 incorporates changes to the Voluntary Delay of Promotion for Colonel Selects. Voluntary Delay of Promotions for Colonel Selects no longer requires AFRC/CV approval. That role has been delegated to the member's senior rater. Officers apply by submitting AF Form 3988, Application for Voluntary Delay, Acceptance, or Declination of Promotion. Refer to AFI 36-2504 for further instructions.
