The costly excess infrastructure in the U.S. Army could be used to reduce maintenance backlogs on about 33,000 facilities that are now deemed in 'poor or failing condition.' Another round of base realignment and closure would mean that these excess facilities around the Army could be closed, and would no longer need to be maintained. Lt. Gen. Gwen Bingham, the Army's assistant chief of staff for installation management, told lawmakers during a recent hearing on Capitol Hill that the Army has a deferred maintenance backlog on infrastructure of about $10.8 billion.
